In Arkansas, state law establishes a maximum allowable container size of 300 milliliters (approximately 10.1 fluid ounces) for pepper spray or pepper gel. However, many national retailers and distributors impose more restrictive limits on the size of products they will sell or ship into the state.
Container Size Limits Statutory Limit: Pursuant to Arkansas Code § 5-73-124, individuals may lawfully possess, carry, and use pepper spray for personal self-defense provided the container does not exceed 300 milliliters (300 ml).
Retail and Shipping Restrictions: Despite the statutory allowance, many major sporting goods and tactical retailers voluntarily limit sales and shipments to containers no larger than 5.9 ounces (170 ml/cc) for deliveries within Arkansas, based on internal compliance and shipping policies rather than state law.
Exemptions include tubular .22 caliber magazines and tubular magazines integrated into lever-action rifles.
Restrictions also apply to any component or combination of parts capable of converting a magazine into a large-capacity magazine.
Requirements for Magazines Exceeding 10 Rounds
To ship magazines exceeding the legal capacity limit, or conversion components, the purchaser or recipient must provide one of the following:
Proof of active-duty law enforcement status
Purchase authorization from an exempt organization (e.g., armored car companies or movie production companies)
Permit to possess and/or transport assault weapons or .50 BMG rifles
